Management of Child Labor and Juvenile Workers

1. Recruitment and Verification
During the recruitment process, hiring personnel must strictly verify the identity of applicants by checking their identification documents and photos. When necessary, household registration records should also be verified to ensure authenticity. If an applicant is found to be a child laborer or is using another person's identification documents, they will be disqualified from employment.

Departments are encouraged to investigate and verify the identity of any on-duty employee suspected of being a child laborer. If child labor is discovered, the matter should be reported immediately to senior management and the Administration Department.


2. Child Labor Remediation Measures

If a critical non-conformity is found involving the employment of workers below the legal working age or the child labor age as defined by the International Labor Organization (ILO), the company must take the following remedial measures:

2.1 Immediately remove the child laborer from the production line.
2.2 The company shall arrange and bear the cost of a medical examination and provide any necessary medical services for the child laborer.
2.3 Pay all outstanding wages owed to the worker, including any recent wages.
2.4 Provide a one-time wage payment to the worker, at least equal to the local minimum wage, until they reach the legal working age.
2.5 Return the child laborer to their parents or school, with the company covering all travel and accommodation expenses.
2.6 Recheck employment records and age verification files to ensure no other workers are under the legal working age.
2.7 Review the recruitment process and establish an effective system for verifying the age of all applicants before hiring.
2.8 Provide effective training for recruitment personnel to ensure proper age verification practices.


3. Registration and Special Protection for Juvenile Workers

If the company employs juvenile workers (those under the age of 18 but above the legal minimum working age), it must implement the following special protection measures in accordance with national labor laws:

3.1 Register juvenile workers with the labor administration department at the county level or higher and obtain a "Juvenile Worker Registration Certificate." Juvenile workers must hold this certificate when starting work.
3.2 Provide education and training on occupational safety and health for juvenile workers.
3.3 The Administration Department shall establish a dedicated file for juvenile workers. The file should include:

  • Entry record forms,

  • Copies of identification documents,

  • Photos,

  • Medical examination reports, and

  • Audit records of juvenile worker protection measures.


4. Implementation of Juvenile Worker Protection Measures

The company shall follow the Labor Law of the People’s Republic of China and the Special Provisions on the Protection of Juvenile Workers to ensure proper protection of juvenile workers:

4.1 Do not assign juvenile workers to tasks in underground mining, hazardous or toxic environments, work involving physical labor intensity classified as Level IV by national standards, or any other prohibited occupations.
4.2 Conduct regular health examinations for juvenile workers.
4.3 The Administration Department shall promote juvenile worker protection measures to all departments and conduct regular audits on the implementation of these measures.
4.4 The Administration Department shall provide ongoing care for juvenile workers through interviews and support to address work-life challenges and mental health issues.
4.5 All departments must actively implement juvenile worker protection measures and ensure full compliance.

This policy aims to prevent the use of child labor, ensure the well-being of juvenile workers, and uphold the company's social responsibility. Violations of this policy will result in disciplinary action and, if necessary, legal consequences.
